These surveys are commonly carried out on leasehold commercial buildings. They give a prospective tenant a view of the condition of the building before they take on the tenancy. The survey is orientated to the repairing covenants in the lease. If the lease already exists it is likely that the new tenant will inherit the repairing liabilities of the previous tenant. Those liabilities may not simply be to keep the building in the condition it was at the start of the lease, but to put it in good condition.
By having a fuller knowledge, the incoming tenant can negotiate the cost of those repairs with the outgoing tenant. If the lease is new, then the cost of the repairs can be negotiated with the landlord or alternatively a schedule of the building's current condition incorporated in the lease as a means of limiting the tenant's repairing liability.
